Vision·Nigeria first
Stable power is the first infrastructure. Everything else waits on it.
NURA builds, verifies and originates to put creditworthy demand on Nigeria's national grid, so that foreign investment strengthens the grid itself and the grid unlocks what comes next. Nigeria first, as the proving point. Then Africa, country by country.
01/Why the grid
The chain of cause, in five links.
01
The constraint
Decades of underinvestment, aging networks and unreliable revenue have left Nigeria's power sector needing more than $100 billion to deliver reliable supply.
02
The anchor
A data center tenant is among the most creditworthy, round-the-clock loads in the market.
03
The choice
Put that load on the national grid, not behind a fence, and it becomes a reason to reinforce the grid.
04
The unlock
A stronger grid carries the industries that were waiting on power.
05
The template
Each country proven becomes the method, and the evidence, for the next.

02/Four horizons
Each one earned by proving the last.
The ambition is continental. The method is not to claim it in advance. Each horizon begins only when the one before it has been proven in operation, and the gate is stated before the work starts.
Illustrative. Not a map of real sites or grid lines.
Horizon 1 · Now
Prove it in Nigeria
One 5 MW data center on the connected national grid, with a signed anchor tenant and a measured performance record. The first turn of the flywheel.
Gate to the next horizon
An operating site on the national grid, with its performance measured and published.
Horizon 2
Anchor load for the grid
Repeatable sites on one specification, placed where the network needs reinforcement. Their combined creditworthy demand makes the case for reinforcement financeable. NURA supplies the bankable load and the evidence. Grid owners, lenders and development finance institutions make the investment.
Gate to the next horizon
Aggregated demand strong enough to underwrite a reinforcement of the network.
Horizon 3
Unlock the next industries
A stronger grid carries more than data centers. Manufacturing, industrial processing, cold chain, commercial real estate and healthcare follow, each sequenced to what the reinforced network can carry. By now the intelligence arm holds the data to originate those deals for outside capital.
Gate to the next horizon
A reinforced corridor carrying industrial load beyond data centers.
Horizon 4
Country by country
The template and the evidence standard travel. The next country is chosen by criteria, not ambition: grid readiness, a credible generation partner, a legal path for grid-connected supply, local partners, and a market whose evidence can be verified.
Then
Each new country begins again at Horizon 1.
03/Our role
A catalyst, not a claimant.
NURA does not build transmission lines, and it does not claim the grid.
It supplies the two things reinforcement has been missing: bankable demand at a known point on the network, and verified evidence of what that demand is worth. With both in place, the investment is made by those who build and operate grids, and the country keeps the capacity.
04/Commitments
What stays in the country.
Four commitments that apply to every project, in Nigeria and in every country that follows.
01
Local contractors and technical employment on every build
Every NURA project is built with Nigerian licensed contractors, and trains the local technical staff who will run it.
02
Capacity on the national grid, not behind a fence
Projects connect to the national grid, so the investment that serves one tenant also strengthens the public network.
03
Benchmarks published back to the market
What each project reveals about real costs, approval timelines and performance is published in aggregate, so the next investor starts better informed.
04
A path to local participation in ownership
Each project is structured with a route for Nigerian investors to take part in its ownership.
05/Three ways in
